Answer is 16

As we need to find the maximum attempts to get a pair of same color socks, Lets take the worst scenario. Suppose you have taken the socks like

Black L (Left)
Black L
Black L
Black L
Black L
Black L
Brown L
Brown L
Brown L
Brown L
Blue L
Blue L
Blue L
Blue L
Blue L
Black/Brown/Blue R(Right)

Now you have taken all Left socks of all the available pairs. All remaining socks are of right leg and next pick will be a right pair socks for sure.
It can be of any color, Blue / Black or Brown. Whatever be the color you will get a pair on 16th attempt.

Socks are not usually L and R. So for a matching pair only 4 attempts will be necessary.
