cake cutting puzzle solution

If its allowed to rearrange the pieces then we can make 16 pieces
1) Cut the cake in half
2) Cut it again into quarters
3) Line up the quarters in a row and cut all the way down (now 8 pieces)
4) Line 8 pieces again in a row and cut all the way down and you get 16 pieces

If its allowed to cut horizontally then we can make 14 pieces
1) Cut the cake in half
2) Cut it again into quarters
3) Cut vertically and split 3 pieces to make a total of 7 pieces
4) Do a horizontal cut which will split all 7 pieces and we will get a total of 14 pieces
